Housing for Target Groups Scheme (RHA)

The Housing for Target Groups Scheme (RHA) provides municipalities with financial support to create suitable housing for target groups, including students living away from home. In the 2025 application round, the total budget has been increased, and two separate budgets are available: one for students living away from home and one for other target groups.

Target groups

In the 2025 application round, municipalities can apply for subsidies for housing the following groups:

  • Students living away from home
  • Roofless and homeless individuals
  • Status holders
  • People leaving a care institution (intramural situation)
  • Migrant workers
  • Caravan residents
  • People with social or medical urgency
  • Displaced persons from Ukraine

 

The benefits and subsidy amount

  • Application period: June 10, 2025, 09:00 – September 19, 2025, 17:00 Total budget: €60,000,000, of which:
    • €30,000,000 for students living away from home
    • €30,000,000 for other target groups

    Maximum subsidy per housing unit: €9,000

    Maximum subsidy per municipality: €5,000,000

    The subsidy is only granted if there is a demonstrable financial shortfall within the project and if the contribution is necessary to realize the housing units.

 

Important conditions

Municipalities can apply for funding for housing that meets the following criteria:

  • Rent: The rent is reasonable and below the capping limits. Rent may not increase faster than the maximum allowable percentage.
  • Lease contract: The tenant receives an individual written lease from the landlord.
  • Type of housing: The homes are newly built or result from the transformation of spaces such as office buildings or care facilities.
  • Construction start: Construction or transformation starts within 3 years of grant approval.
  • Completion: Homes are delivered within 5 years of grant approval.
  • Usage period: The homes are available to the target groups for at least 10 years.

Note: The scheme is not intended for renovating existing homes or creating temporary accommodation.
