The Incentive Scheme for Flex and Transformation Homes (SFT) supports municipalities in rapidly realizing flexible and transformed homes to address the housing shortage.

Municipalities can apply for a subsidy for:

• Flex homes: movable homes.​
• Transformation homes: existing buildings without a residential function that are converted to residential use, such as offices, shops, schools, and hospitals.​
• Adding homes to an existing building: for example, by adding an extra floor (topping) or otherwise expanding an existing building with homes.​

The benefits and subsidy amount

The subsidy is a maximum of €14,000 per completed home.

Important conditions

To be eligible for the SFT, the following conditions must be met:

• Social rent: the homes must remain available as social rental homes for at least 10 years.​
• Rental contract: the tenant must receive a written rental contract from the landlord.​
• Target group: at least 30% of the planned social rental homes in the project must be reserved for displaced Ukrainians and status holders, or the same number in other projects within the municipality, for a period of at least 10 years.​
• Project area: the homes must be part of the same project area.​
• Financial shortfall: the project budget must show a demonstrable financial shortfall.

Additionally, construction or transformation must not have started on the day of application, except for projects started between September 1, 2024, and February 1, 2025. Construction or transformation must begin within 18 months after the decision date.

Applications can be submitted from February 3, 2025, to December 31, 2025. The total budget for 2025 is €77,882,000.
